A Formal Complaint

Hall has since then filed a 51-page complaint with the Tennessee federal court, naming her abusers, that read, “In place of offering professional development, her supervisors and the Chief of Police groomed her for sexual exploitation.”

She accuses Sgt. Henry “Ty” McGowan of smacking her buttocks, creating p*rn accounts for her on OnlyFans and FeetFinder, and repeatedly pestering her for sex. She slept with the sergeant because he gave her the promise of a promotion.
An Intimate Companionship
In Sgt. Lewis Powell, she found a “reliable source of companionship.” The two had sex multiple times within the headquarters because Powell insisted on having “blue balls” and he “really needed it.”
A Suicide Threat

When Hall decided to end things with Powell, he threatened to commit suicide, leaving Hall “trapped” and struggling to manage her anxiety and declining mental health.

Chief Burrel Davis was no better than his subordinates and “encouraged this behavior and shared in the p*rnography and sexual fantasy of mutually abusing Ms Hall with his trusted supervisor, Ty McGowan.”

According to the suit, he pestered Hall for lunch dates, asked her to come and dance in his office, and asked inappropriate questions such as whether she liked “dark, white, or milk chocolate.”
Constant Failures
Chief Davis had repeatedly tried to bed Ms Hall and, when failing to do so, asked Ty McGowan for her explicit pictures. In October, McGowan shared a picture of a “Black male foot inside Officer Hall's mouth,” saying that the foot belonged to Powell and captioned the picture saying, “She has a tight little ass tho.”
A Secret Burner Phone
To assist his improper activities, Chief Davis kept a prepaid burner phone and referred to it as “Ole Boy”, on which McGowan shared Hall’s pictures such as a “nude photo of woman's buttocks” and a “13-second video of woman masturbating.” Later he even shared another 30-second video of Hall masturbating.

The suit stated that “Ms Hall never provided intimate visual depictions to Chief Davis, nor did she consent for any other person to provide such images to Chief Davis.”
Need For Psychiatric Treatment
Following her officer’s enjoyment at her expense, Hall became suicidal, started self-harm, and received a 72-hour psychiatric treatment that left her co-workers nervous.
Failed Attempts At Self-Preservation
To save himself from the ongoing mess, McGowan complained to the La Vergne Mayor Jason Cole that “Hall having intimate relationships with other members of the La Vergne Police Department.” Ultimately, however, his attempts dug his own grave, and he was fired from his position.
The Chief Lands In Hot Water
Davis found himself sitting through various interviews for the inquiry that commenced following the complaint. While he denied having any involvement in the case, Sgt. McGowan revealed his sexually exploitative behavior by exposing his burner phone.
A Weak Lie
David told investigators that the burner phone was the one he used for his catering business. Even when they retrieved copies of his chats from McGowan’s phone, Davis denied the charges and said, “Obviously, it's manipulation.”
The Truth Is Revealed
Her suit reported that the final report concluding the investigation blamed Hall for being the perpetrator and responsible for the sexual misconduct instead of being its victim.
Breaking Her Silence
Seeking help elsewhere, Hall appeared on Nashville's CBS affiliate WTVF Wednesday and recalled being “terrorized” by the high-ups in the workplace.
Providing More Clarity
She shared how people kept telling her, “you could've said no,” to which she replied, "I did say no, and he wouldn't take it for an answer. Eventually, I gave in from the pressure.”
A Family Of Savages
She revealed on the tell-all show, “Who do you turn to when the chief of police is sexually harassing you? How can I get justice when the entire system, including the chief, not only condoned such behavior but participated in it? I was lost, and I felt alone. I had no one to turn to and nowhere to go.”
